The City of Watsonville has programs to help low-income people purchase and rehabilitate homes. The City recognizes the importance of home ownership and has a number of programs that assist people in finding housing.

Community Development Block Grant (CDBG)
The U.S. Department of Housing and Urban Development's (HUD) Office of Community Planning and Development (CPD) annually reviews the performance of each jurisdiction covered by 24 CFR Part 91. Each jurisdiction covered by this part has an approved 5-year Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report (CAPER) and receives funds made available under one or several programs administered by HUD.
The City of Watsonville has an approved Consolidated Plan and receives funds made available under the Community Development Block Grant (CDBG) program. When conducting a performance review for a jurisdiction, HUD primarily relies on information obtained from the jurisdiction's Consolidated Annual Performance and Evaluation Report (CAPER).
Each jurisdiction with an approved Consolidated Plan and Annual Action Plan must submit a CAPER to HUD.

2025 DRAFT ACTION PLAN- FY 2025-2026 (July 1, 2025 - June 30, 2026)
The 2025 Action Plan proposes activities to provide low- and moderate-income residents with low-interest housing rehabilitation loans, expand youth recreation opportunities, improve City streets, provide job training, and enhance economic development efforts. The Draft 2025-2026 Annual Action Plan.
