The below listed questions were posed and answered on March 18, 2025.
QUESTIONS:
The RFP requested the analysis of potential uses for the parcels in the airport planning section (Number 3 on page 3 of the RFP) but does not request potential environmental impact analysis from future uses under the CEQA & NEPA tasks. Should the approach and fee estimate include this in the project description to be analyzed?
Can staff resumes be included outside of the 20-page limit as an appendix?
Will the Table of Contents be included in the 20-page limit?

The below listed questions were posed and answered on March 13, 2025.
QUESTIONS:
Will Federal funding be used for any of the projects listed in the RFP?
Will reimbursement be sought from Federal funds for any of the projects listed in the RFP?
If the answer is yes to either question, asking for cost breakdown by task (page 6, III. Proposal Requirements, items C and J) and as well as stating “The compensation for the selected consultant will be directly related to the cost proposal to prepare the required environmental documentation makes this RFP noncompliant with FAA qualification-based selection requirements. According to FAA AC No: 150/5100-14E (Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects), Section 2.9.10 “The RFP shall not contain a request for any cost information, such as total cost, cost per hour, work hours, or other pricing data. Requests for cost or pricing information, prior to discussions with the best qualified firm, to define the scope of services is contrary to 49 USC § 47107 (a) (17) and 2 CFR § 200.320(d)."

RIF #1 – What is the Completion Time?
Answer: Project shall be completed within 30 working days.
RIF #2 – We are unable to print the plans to scale, please send them electronically so that we can print to scale. It is only able to be printed on 8 ½ x 11 paper.
Answer: Electronic copy was emailed to the requestor.
RIF #3 - Detail 9/SD-1 call for SS Base Plate. Can galvanized steel base plate be substituted? Answer: No, use stainless steel.
RFI #4 – Is stainless steel required for the steel frame and fuel vent hose holder?
Answer: Yes, the hose holders should be made from the same material as the stainless-steel frame.
RFI #5 – How are the fuel dispenser enclosures anchored?
Answer: The stainless-steel frame’s bottom lip attached to the underground sump is anchored to the concrete, see Detail 7 and Detail 9 on Drawing No. SD-1. (See attached Detail 7) The enclosure is attached/anchored to the outside of the upper lip of the stainless-steel frame attached to the underground sump, see Detail 7 on Drawing No. SD-1 (See attached Detail 7) Can they be attached to the steel frame or should they be anchored to the concrete? Answer: The enclosure is attached/anchored to the outside of the upper lip of the stainless-steel frame attached to the underground sump, see detail 7 on Drawing No. SD-1. (See attached Detail 7)
RFI #6 – How are the requirements for the access panels on the containment enclosures? Answer - The access panel must be able to fully open to the left for usage and maintenance requirements. What kind of Lock?
Answer: A Lockable handle latch. Do they require windows or ventilation?
Answer: No windows or ventilation are required.

Notice is hereby given that the Purchasing Officer of the City of Watsonville will receive sealed bids at City Hall, 250 Main Street, Watsonville, California 95076 for:
Watsonville Municipal Airport Fuel Dispenser Containment Project Project No: Airport 910-7855-14900.
The project consists of reconstructing and reconfiguring the existing outdated kitchen and coffee corner facilities by upgrading the interior rough framing, plumbing, mechanical, electrical, and kitchen & coffee corner equipment.
Other improvements consist of replacing the front entrance doors and windows with a new storefront with doors and windows. The Engineer's estimate: Two Hundred and Thirty Thousand Dollars, ($230,000).
There will be a Pre-bid Meeting at the project site on November 13, 2024, at 10:00 AM. Attendees are to meet at the Watsonville Municipal Airport, located at 100 Aviation Way, Watsonville, CA 95076. Bidders are to be licensed in accordance with the provisions of the California Contractors License Law, Chapter 9 of Division 3 of the State Business and Professions Code.
